Web Developer Bali: Agency or Freelancer in 2027

Two quotes for the same site land in your inbox. One says IDR 3.5 million, the other IDR 25 million.

Both are real published prices in Bali today, and neither tells you who will own the site once it's live.

The short version: choose by who controls the site after launch, then by scope. A freelancer fits a small build with a named backup. An agency fits work needing several skills at once.

Our ranking of Bali digital marketing agencies can start your shortlist. It ranks marketing, so it doesn't prove web-build skill.

Ownership is the word to keep in mind. Who holds the keys, the files and the decisions on day 100, not just on launch day?

What your website needs to do

A landing page is one screen that sells one thing. A company profile runs five to eight pages.

Bookings, payments, a shop or a second language sit above both, and the price often jumps there. Know which job you're buying.

Say a guest in Canggu opens your villa site on a phone and taps "Check dates". A form that emails you is one job. Dates and prices that update live are another.

Hospitality sites

Villas and hotels face a three-way split:

  • An enquiry form that emails you
  • A link out to a booking engine or channel manager you already pay for
  • Live availability and payment on your own site

The third is a system, not a page, and it costs more. Decide which of the three you need before you ask anyone for a number.

Some freelancers build all three, so ask which booking tools they have connected before. The real question is who connects, tests and maintains the booking tool once guests pay through it.

Freelancer or agency: who owns each part

Neither label guarantees a team. Some freelancers work with a regular designer, and some agencies give your build to one developer. Ask who does each stage, by name.

On any solo builder's page, look first for who covers a sick week.

Agency pages have the same gap. Most say "team", and few name the person who opens your WordPress admin when something breaks.

Compare the quote, not just the build price

Published prices cover different scopes, so a low one doesn't mean a bargain. Nawaha, a Bali agency, gives these ranges in a guide dated 26 August 2026.

Nawaha's Bali website cost guide with a quick summary of price ranges for a landing page, a company profile and a booking system

It puts a landing page at IDR 2.5 to 5 million.

A company profile of 5 to 8 pages runs IDR 5 to 12 million, and a booking or ecommerce system starts around IDR 15 million. These are the agency's own estimates, not a market survey.

Seawise Studio, in a guide dated 30 July 2026, prices its packages like this.

Here are the published figures we read, each from the provider's own page.

ProviderWhat it listsPrice (IDR)Date

MersaLanding page, websiteFrom 7,500,000, from 25,000,000Checked 27 Oct 2026

Seawise's IDR 3.5 million profile covers 5 to 6 sections. Baliweb's IDR 25 million is studio work. They answer different briefs, so don't average them.

Ask what is included

  • Pages and design, and how many revision rounds
  • Who writes the copy and who supplies photos
  • Booking or payment integrations
  • Analytics and tracking setup
  • A go-live check and launch support

Ask what recurs

Hosting, domain renewal, plugin licences and updates are where the second-year bill appears.

Seawise lists maintenance at IDR 1.8 million a year on its packages. Others may bundle it, or not offer it.

Ask each provider for the same list, then compare. For more on reading Bali prices, see our guide to agency costs and published prices.

Check ownership and support before you sign

Ownership is the part owners skip. It decides who can rescue the site when a developer goes quiet. Open these yourself before the final payment:

  • The domain, registered under your email
  • The hosting account, in your name
  • A WordPress administrator login for you
  • A recent backup, and where it's stored
  • The domain transfer code and DNS settings
  • Google Analytics and Search Console access
  • A list of old URLs and where each one redirects

Then ask who handles updates once the site is live. Plugins age, and an unpatched site is the one that breaks.

Picture the developer going quiet for two weeks in your busiest month. A freelancer may have no cover. An agency may have it in the contract, or may not.

Put the answers in writing. Our list of questions to ask a Bali agency works for freelancers too.

Also ask how support works day to day: a WhatsApp number, an email inbox or a ticket form, and what response time they commit to.

If the answer is "we'll see", treat that as a no. A promise you can't point to later isn't support.

Match the delivery model to your project

Here's how the usual projects split, with the model we'd consider first.

Your projectConsider first
One-page site on a tight budgetA freelancer or a template-based studio
Five-page company profile, one owner who replies fastA freelancer with a named backup
Design-led site with branding, photography and copyAn agency, or a freelancer plus a lead
Villa site with live availability and paymentA team that has connected your booking tool before
Site that must launch with ads and tracking runningAn agency, or a freelancer plus an ads specialist

For a one-page site, a freelancer or a template-based studio will likely fit better than any agency on our list. Published prices at the low end start near IDR 1 million.

Consider an agency when the site needs design, copy, development and tracking together, or a launch date needs several people at once.

You get one contract, and one accountable contact if the contract names a lead.

You also pay for that layer, so ask what it adds.

A third route is a freelancer plus a separate project lead, who keeps the brief and the logins while the developer builds. It adds a role, but it keeps the skills you need.

Before you pick, answer these for your own project:

  • Do I need one skill or four?
  • Can I reply to questions within a day?
  • Who fixes it if the site goes down on a Saturday?

"One skill" and "within a day" point to a freelancer. "Four skills" points to a team, whether that's an agency or a freelancer plus a lead.

Where the agencies on our list fit

We compared ten Bali agencies on fifteen published criteria. That ranking covers marketing, so below we order the ones that document web work by fit for a website build.

  • Fleava fits a design-led site best. It lists web and app development and user experience, and says it has won 50+ awards since 2017, including Awwwards.
  • Mersa publishes a website from IDR 25,000,000 (table above), with no named web client yet.
  • Juicebox Indonesia lists technology and web development from a Bali office in Renon. Its ten named clients include Bali International Hospital.
  • GAIA Digital Agency lists a website service in Ubud.
  • MindiMedia builds websites for hotels and villas next to its own booking tools, and names 13 hotel projects. Its Google rating is 4.9 from 22 reviews.
  • Creative Loop targets villas, hotels and real estate. Kayana Creative works with restaurants and villas.

HEMA-ID lists website development too, but its package figures are masked. Facts come from each agency's own site, and ratings from Google, checked 27 October 2026.

Ask each agency for past web projects, who builds the site and who owns the accounts, using the same list you'd use for a freelancer.

Common Questions

Should I hire a freelance web developer or an agency in Bali for a small business website?

In Bali, a freelancer fits a small, clearly defined site when you can decide quickly and they name a backup. An agency fits work needing design, copy, development and tracking together. Either way, register the domain in your own name.

What should a Bali website quote include besides the build price?

Quotes should name hosting, domain, revisions, copy, photos, analytics, booking integrations and launch support, plus renewals. Seawise lists maintenance at IDR 1.8 million a year on its packages, so ask what recurs and when.

Who should own my domain and WordPress admin account after a website launch in Bali?

You should, under your own email. Register the domain and hosting in your name, make yourself a WordPress administrator, and ask for the domain transfer code and a backup copy before paying the final invoice on any Bali project.

Is a WordPress developer enough for a Bali villa booking website with live availability?

Sometimes. A WordPress developer can build the pages and an enquiry form. Live availability and payments need a booking engine or channel manager, and Nawaha says booking systems in Bali start around IDR 15 million.

How do I compare Bali website developer prices when providers publish different scopes?

Compare scope first. A Seawise company profile at IDR 3.5 million covers 5 to 6 sections, while Baliweb's custom studio work starts at Rp25 million. List pages, copy, revisions, hosting and support side by side before you look at totals.

When should a Bali business choose an agency instead of a freelancer for a website build?

Consider an agency when the site needs design, copy, development and tracking at once, when a launch date needs parallel capacity, or when you want one accountable contact. Fleava and Juicebox Indonesia both list web work in Bali.

How much does a simple landing page cost from a Bali web developer today?

Published prices vary widely. Seawise lists IDR 2 million, Nawaha estimates IDR 2.5 to 5 million, and Mersa lists a landing page from IDR 7,500,000. Scope, copy and hosting differ, so compare what each price includes.

What happens to my website if my freelance developer in Bali stops replying?

Nothing breaks at once, but updates stop. If the domain, hosting and WordPress admin accounts are in your name, another Bali developer can take over. Otherwise you may be locked out, so keep a backup copy and the logins yourself.

Do Bali web agencies publish their website prices the way some freelancers and studios do?

Few do. Among the ten on our list, Mersa publishes a website from IDR 25,000,000, the figure Baliweb.id, outside our list, gives for custom studio work. HEMA-ID masks its figures, and Fleava, Juicebox and GAIA showed none on 27 October 2026.

Which Bali agencies on your list of ten say they build websites for local businesses?

Fleava, Juicebox Indonesia, GAIA Digital Agency, Kayana Creative, HEMA-ID, MindiMedia, Creative Loop, KALMAN and Mersa each list website work on their own sites, checked 27 October 2026. Check each one's past web projects and terms.
